Through big data intelligent analysis, the system automatically assessed high-risk encounter situations between commercial and fishing vessels, issuing early warning alerts in advance. Monitoring personnel simultaneously carried out remote interventions and precise communications, urging commercial and fishing vessels to strictly implement collision avoidance rules. Law enforcement officers targeted high-risk vessels and key operational waters, conducting online and offline safety education for crew members and fishermen.

For waters such as Qushan East, Daishan Channel, and Shenpu Channel, the Zhoushan Maritime Bureau implemented a "drone + patrol boat + VTS" three-dimensional closed-loop supervision model—using drones for aerial patrol and inspection to accurately identify hidden dangers in remote waters and densely populated fishing areas; dispatching multiple patrol boats to station at key waters for monitoring and dynamic mobile patrols; and relying on VTS to achieve remote dynamic control of waters, guiding vessels to reduce speed and adjust their course.
