Typhoon "White Dolphin" Hits Ningbo Coastal and Enters Level IV Typhoon Emergency Response

The 13th typhoon of the year, "White Dolphin" (strong typhoon level), was located at 25 degrees north latitude and 147.1 degrees east longitude at 14:00 on August 3, approximately 2,569 kilometers off the coast of Ningbo. The maximum wind force at the center exceeded level 15, with a central pressure of 940 hPa. It is moving northwestward at a speed of 20–25 kilometers per hour.

Based on the typhoon's dynamics and development trends, the Ningbo Maritime Safety Administration has decided to initiate a Level IV typhoon emergency response for the Ningbo coastal area starting at 18:00 on August 3. Relevant units should closely monitor the typhoon's movements, issue early warnings, take early actions, and utilize the limited window before the typhoon to implement various typhoon prevention measures. Coastal vessels should strengthen watchkeeping and conduct at least one comprehensive inspection of typhoon prevention equipment and accessories. Construction vessels and non-powered vessels should promptly move to suitable anchorages or waters to prepare for typhoon avoidance.

Currently, Ningbo maritime authorities have intensified patrol inspections of ports, waterways, anchorages, and inland navigation waters to monitor vessel movements within the jurisdiction. They are maintaining communication with meteorological and oceanic departments. Additionally, they are continuously disseminating meteorological warning information to port and shipping enterprises, water-related engineering units, and vessels through windows, on-site patrols, SMS platforms, phone calls, and VHF broadcasts.

As of 18:00 on August 3, all offshore wind power maintenance operations in the Ningbo jurisdiction have been suspended. Personnel from the Guodian Xiangshan No. 1 Offshore Wind Farm (Phase I and II) and the CGN Xiangshan Tuci Offshore Wind Farm have orderly returned to shore. Maritime authorities are using an intelligent monitoring platform to oversee the entire route of transport boats and maintain navigation order at the site.

Maritime authorities remind relevant units and vessels to closely monitor the typhoon's movements and carry out typhoon prevention work according to their respective typhoon contingency plans.
