Tangshan Maritime Full Landing Sea Ship Sailing "One thing"
“Previously, completing a set of procedures for ship departure required coordination with multiple departments and sequential processing, which was quite time-consuming and labor-intensive. Now, with one window, one set of materials, and one visit, everything can be done!” This is the genuine feedback from shipping companies in the Tangshan Maritime Bureau jurisdiction after handling ship departure procedures recently.
To thoroughly implement the reform initiative of “efficiently completing one task,” and to enhance the maritime business environment as a “golden brand,” the Tangshan Maritime Bureau has focused on addressing the urgent and pressing needs of shipping companies. They have fully implemented the integrated reform of the “one task” for ship departure, using the “subtraction” of administrative services to achieve the “addition” of corporate benefits, injecting new vitality into the regional shipping economy.

From “multiple visits” to “one-time processing”
Obtaining ship departure certificates used to be considered a systematic project by shipping companies. In the past, before a ship could begin operations, it had to go through over ten procedures, including ownership registration, issuance of nationality certificates, and minimum safe manning certificates.
Now, the Tangshan Maritime Bureau has restructured the approval process, broken down departmental barriers, and introduced an integrated processing model for the “one task” of ship departure. Companies only need to submit an application at the “one-stop service” window to enjoy a new experience of “one form application, one set of materials, parallel approval, and one-time completion.” After the reform, application materials have been reduced by more than 50%, processing time has been cut by over 50%, and the maximum processing time does not exceed 15 working days, truly allowing companies to “travel light.”

Making it “understandable, accessible, and smooth” for companies
Good policies need to be effectively implemented. To ensure that companies find the process “understandable, accessible, and smooth,” the Tangshan Maritime Bureau has focused on the details of convenient services and has steadily advanced the upgrade of supporting services. The bureau has meticulously compiled a standardized guide for handling the “one task” of ship departure, comprehensively organizing key information such as processing locations, times, office contact numbers, items to be handled, application portals, application conditions, required materials, processing procedures, and convenience measures. They have detailed both online and offline processing paths, clarified the scope of conditional acceptance and notification commitments, standardized processing standards, and streamlined procedures, thoroughly resolving issues such as non-standard application materials, unclear processes, and incomplete understanding of policies.
At the same time, the Tangshan Maritime Bureau has optimized the service hall layout, custom-installed desk signs for the “one task” of ship departure, scientifically divided areas for business processing, consultation guidance, and self-service, and clearly marked dedicated service windows for the “one task” of ship departure. These measures visually highlight the key points of the integrated reform services, providing clear guidance for the public and companies. Through visualized and standardized hardware support services, they have effectively avoided repeated inquiries and queuing, significantly enhancing the convenience of the process and achieving “understand at a glance, act efficiently, and complete quickly.”

Making the business environment more “warm and welcoming”
From “processing item by item” to “integrated processing,” the change is not just in the model but also in the mindset. The implementation of the “one task” reform for ship departure has not only greatly reduced the time, labor, and operational costs for shipping companies in the jurisdiction but also marks a new stage of quality and efficiency improvement in Tangshan Maritime Bureau’s administrative services.
In the next step, the Tangshan Maritime Bureau will continue to be guided by the needs of enterprises, regularly listen to industry feedback, and continuously iterate the application scenarios of the “one task” reform. They will explore more new measures to benefit both the public and businesses, providing more refined, efficient, and considerate services to safeguard the high-quality development of Tangshan’s port shipping economy and help the regional shipping industry set sail for greater success.
