Ningbo built the country's first maritime finance "one platform, one center"
On July 30, the Ningbo Maritime Safety Administration, in collaboration with the Ningbo Financial Supervision Bureau, held a Maritime Financial Services Promotion Meeting. The Maritime Financial Resource Allocation Center was officially launched, and relevant financial institutions and enterprises reached a number of credit cooperation intentions on-site.
The Maritime Financial Resource Allocation Center began its pilot operation on June 16. As of now, 41 financial and insurance institutions have released over 230 types of shipping finance and insurance products. Online, three shipping companies and one shipyard have connected with four banks, obtaining financing credit of 436 million yuan. Additionally, three shipping companies and one shipyard are in discussions with banks and leasing companies for financing amounts totaling 760 million yuan.
Maritime finance is an important pillar of the high-end shipping service industry. Since 2025, the Ningbo Maritime Safety Administration has collaborated with multiple departments to carry out the digital reform of maritime finance. As one of the achievements of the reform, the nationally pioneering Maritime Financial Service Platform and Maritime Financial Resource Allocation Center (referred to as "One Platform, One Center") have been fully established and put into operation. By creating an exclusive ship credit evaluation system, breaking down data barriers between government and enterprises, and precisely matching supply and demand resources, it effectively addresses the financing challenges of the shipping industry.
The "One Platform, One Center" utilizes cutting-edge technologies such as big data and artificial intelligence to transform maritime regulatory data into "maritime credit" data. It achieves full lifecycle data protection and integrates trusted data governance with data security protection. By incorporating evaluation elements such as "safety, operations, and sustainability," it conducts objective real-time credit evaluations and dynamic warnings, providing support for financial institutions in full-chain risk management and enabling high-quality shipping companies to access financial support more easily.
Since the trial operation of the Maritime Financial Service Platform in June 2025, the total credit granted by banks in Zhejiang Province has reached 22.618 billion yuan. More than ten shipping companies with good credit have received preferential financing or insurance rates, saving shipping companies that obtained financing credit through the platform nearly 2 million yuan in annual interest on average.
